A new pour
A new pour is the conversation when the parking area is still gravel or dirt. Say that plainly so it is not priced as a tear-out.
Concrete driveway Norman covers a new pour or a replacement on a house lot, and the City of Norman right-of-way permit where the drive meets the street. Edmond’s rules and Oklahoma City’s rules do not apply in Norman. Call or text 405-913-6183. Send the street address and photos of the drive, the garage edge, and where it meets the street.
Concrete driveway Norman, on this page, means a driveway at a Norman house: a new pour, or a replacement of an existing drive. A replacement adds tear-out and haul-off. The private slab and the street approach are two separate conversations. A written number still comes from the address, not a square-foot rate on a website. We review the lot before anyone writes a number, and we do not take every job. It is not a commercial approach or a foundation.
Broader notes for the city stay on concrete work in Norman. Edmond’s permit notes are on concrete driveway Edmond. A new pour on an Oklahoma City lot stays on concrete driveway Oklahoma City. Tear-out under Oklahoma City’s rules is on driveway replacement in Oklahoma City. Those pages do not set the permit rules for a Norman approach.
These are the same forks already on the driveway pages. They are questions for the address. They are not a diagnosis from a photo. This page does not add a thickness, a mix, or a base recipe.

On this site, replacement adds tear-out and haul-off. Ask what has to come out — concrete, asphalt, gravel, or dirt — and where that material goes. Name the street approach as its own item if it might change.
Whether the job is new work or replacement, and whether the private slab and the street approach are one job or two. Photos help the first call. They do not diagnose soil movement from this website.
Construction for new improvement, repair or blocks passage in the public right of way requires a permit to provide for an inspection to ensure public safety and compliance with set standards of quality. Permits are available at 201-A West Gray at the permit desk.
City of Norman, Engineering Division — Development, read Oct 21, 2026.
The Offsite Construction Permit form asks for the location, the applicant, the construction cost, the type of work, and the fee. It also asks for a phone, a business address, an email, and an estimated start date. The construction-cost line is a field on the City’s form. This page does not publish a job price. The form says the applicant notifies the Traffic Control Division at 329-0258 and the Engineering Division at 366-5452 two (2) working days in advance for permission to close any street or alley. Keep a copy of the permit and the standards or approved plans at the jobsite during construction. Before any excavation, the applicant notifies the utility companies and gives the location and time. The form says OKIE LOCATE can be reached at 811, or 1-800-522-OKIE.
Erosion control measures must be installed prior to any earth-disturbing activity. Streets, gutters, and drainage structures must be kept free of sediment and debris. The form says: “Inspections for Single Family Dwellings call Building Inspections at 366-5333 or 366-5339.” All others call Public Works Engineering at 366-5452. The same form says the applicant erects and maintains barricades, lights, and traffic-control devices from the certified work-zone traffic-control plan the applicant submits and the Transportation Engineer reviews.
Nothing on this page means OKC Flatwork submits the City permit. Ask the City which permit this address needs, and ask any contractor who files the paperwork.
The City’s CityView portal welcome page, opened Oct 21, 2026, has a section named “Public Works, Earth Change, and Industrial Stormwater Permits,” with a link to apply. The Engineering page still says right-of-way permits are available at the permit desk, 201-A West Gray. Confirm which path this address uses. The portal also says the City of Norman does not issue separate invoices by email or phone for application fees, and that a payment request from any other source should be checked with City staff before anyone pays.
The Public Works page lists the Offsite Construction Form, the Driveway Repair Form, the Driveway Return Consent Form, and the Sidewalk Program Application Form.
Maintenance or replacement of existing driveway is the responsibility the adjoining property owner.
City of Norman Driveway Repair Program procedure. The sentence is printed that way on the form.
That line is about an existing driveway. It is the adjoining owner’s job, not a promise that the City replaces the private slab. The core-area program below is a separate City reimbursement path, and only on the terms of that form.
The program below is the City of Norman’s, copied from the Driveway Repair Program application and procedure. It is not a price from this site. This page does not publish a job price, and it does not say the City pays OKC Flatwork.
The form’s criteria for the core-area program:
The form’s steps, in short: an application that meets the criteria is accepted, then the City does a site review. If demolition has already happened, the application is automatically denied. Apply before tearing anything out, and let the City document the drive first. Applications that meet the criteria are held until the end of April. A committee scores them. Applicants are reimbursed in order of score until the money is gone, at the estimated cost from the original assessment. The owner has the whole driveway built — the approach in the public right-of-way and the private drive on the lot. Only a finished project is considered. If it is chosen, the City pays the property owner that estimated amount. After the work and the award, the owner sends a W-9 and the contractor’s invoice.
A typical drive approach in the core area is 10' wide and 12' deep (to the Right-of-Way line) with 5' radius returns.
Driveway Repair Program procedure. That is the only approach size quoted on this page.
The form says all fees associated with permits for drive approach and sidewalk repairs are waived. Historical-district concerns are addressed when the application is filed. Driveway and approach construction must meet the City’s current “Standard Specifications and Construction Drawings” for location, slope, width, and the rest. This page does not quote thickness or grades from that book. If no sidewalk exists, the form says the applicant is given information on improvement districts and the petition process. If a sidewalk or the curb and gutter needs repair, the form says the City provides the Sidewalk/Curb and Gutter Replacement Participation Program application. The rules of that other program are not on this page.
Send applications to the City of Norman, P.O. Box 370, Norman, OK 73070, Attention: Steve Guizzo, Engineering Assistant. For more information the form lists (405) 366-5315. The application form says an application expires one year from the date it is received.
The Driveway Return Consent Form is the City’s consent agreement for a 5-foot radius return. When that return encroaches on the right-of-way next to a neighbor’s property, the neighbor (the form’s Grantor) signs permission for the encroachment. The form says: “I hold the City of Norman harmless from any and all occurrences or actions that result from this encroachment.” The Public Works page lists this form with the other driveway forms.
Call or text 405-913-6183. Send the street address and photos of the full drive from the street, the garage edge, and where the concrete meets the curb. Say whether the parking area is still gravel or dirt, or whether an old drive has to come out. Say whether the street approach might change. A person follows up from this address. Nothing is booked from this page. We review the lot before anyone writes a number, and we do not take every job.
Keep the rest of the decision on the existing pages. Broader Norman planning notes are on concrete work in Norman. Edmond is on concrete driveway Edmond. An Oklahoma City new pour is on concrete driveway Oklahoma City. An Oklahoma City tear-out is on driveway replacement in Oklahoma City.
Open any question for the planning answer. Property-specific method, price, timing, and permit paperwork still have to be confirmed for the address.
The City of Norman Engineering page says construction for a new improvement, a repair, or work that blocks passage in the public right of way requires a permit so it can be inspected. Permits are available at 201-A West Gray at the permit desk. The Offsite Construction Permit form says single-family inspections go through Building Inspections at 366-5333 or 366-5339. Nothing on this page means OKC Flatwork submits that permit.
The Driveway Repair Program form says maintenance or replacement of an existing driveway is the adjoining property owner's responsibility. The City's core-area program is separate. It is for a residential lot with a structure, existing curb and gutter, and a gravel or severely deteriorated drive that the City documents before removal. Applications are held until the end of April, scored, and reimbursed at the City's estimate until all monies are depleted. If demolition has already happened, the form says the application is denied, so apply before tearing anything out. That reimbursement is the City's. This page does not publish a job price.
No. A Norman driveway uses the City of Norman pages linked on this page. Edmond's drive-approach notes and Oklahoma City's apron rules are for those cities. They do not apply in Norman.
Read Oct 21, 2026, except the shop pages, which are this site’s own wording. If a line below is in quotation marks, it is the source’s wording.
Not used: the Norman design-standards PDF was not opened, so this page does not quote thickness, grade, or any approach size except the Driveway Repair Program’s typical core-area line above.
